He's speaking of the Iran-Contra affair where the United States government used cocaine money from cocaine that they brought into the country and specifically exposed black communities to fund a war. This is where the crack epidemic started. Specific drug dealears in California who where being fronted cocaine and guns by CIA agents where taught how to cook cocaine (Highway Ricky Ross and others).
You can find this information anywhere. As I said it is American History. There were Senate hearings on it in which Oliver North was forced to come out and admit his wrong doings.
